New York City's Mansion Tax is a buyer-paid transfer tax applied to residential purchases at or above $1 million. Introduced in 1989 at a flat 1%, the tax was restructured in 2019 into a graduated scale with nine tiers, ranging from 1% on purchases between $1M and $2M up to 3.9% on purchases over $25 million.
